Minutes of the Board of Directors meeting

August 23, 1959 10 am
San i-lateo, Calif.

Meeting was called to order by Pres. A. Kosakura. Gn.ssho was led by Bishop S. Hanayama.

Rev. Abiko gave the following report: l. Receipt of Rev . G. Ilirabayashi's resignation
2. Arrival of Rev. Ryotetsu Kazumata 3. Books at Shishinji 4. Re~ommendation of small
scholarship to students of Ryukoku Univ. in overseas program
Bishop Ilanayama st4ted that Rev. Kazumata, originally slated for the Coast district,
c!c~~ to greater need wi:: be i)!;;.~c:! ::.n -::!-:.c Intermountain district. The bisr.op also stated
that Rev., Ilirabayashi is no longer BCA minister placed in Kyoto, however, he is still on
the BCA minister roster.
Rev. Abiko recommended that some appreciation be sent to Rev. Ilirabayashi. Dr. Taira
moved that a letter of apprec.~ a plaque and $250 be iiven to Rev. llirabayashi as a token
of apprec. for his services at J'.fl'C and other work in Kyoto for BCA. Motion was seconded
and carried. It was clarified that the money will come from the Spec. Proj. Fund Treasury ndt- sent in the name of BCA. Bishop Ilanayama and Pres. Kosakura were asked to execute this business.
The chair was turned over to Mr. C. Sato. On the question of scholarship to Ryukoku
students in overseas program, Dr. Munekata moved that $400 of ~000 special grant to
Ryukolm be earmarked for scholarship grants to students training in the overseas service
program at Ryukoku Univ. /.lotion was seconded by Mr. B. Sato and carried.
Mr" Kosakura moved that a letter of apprec. be sent to Rev. Abiko who has served so
ably as MTC liaisono ~lotion was seconded by Dr. Taira and carried.
Mr , N. Ilanyu reported that the current IJ3CA cash balance was $S,885.29, and the current
balance of Union Oil Fund was $1,232.75. (See attached financial statement for details)

Me~ting adjourned to Benjamin Franklin Hotel where the Board members were luncheon
guests cf San Mateo YABA. Special honor guests were Mr. & Mrs. Ilideo Ito. Bishop Hanayama
presented a certificate and okest>. from llonzan to Mr. Ito. A plaque and gavel were also
presented to him.

Rev. Naito reported that a bill of $1,500 for late Bishop Matsukage's cemetery had
been received " Ile explained that or.i:ginally it was agreed that Jilceikai (cemetery assoc.)
would not charge BCA; however, due to change of policy the belated bill had come. This
question was referred to ;,less rs. 1,l. Nakashima and Kosakura for study.
Bishop llanayama reported on the successful completion of his tour to date; he stated
that from Sept. 12 - Oct. 8 he will tour the Intermountain and Eastern districts.

Question on the use by newspapers of such titles as deputy rinban, etc. was raised
and this was referred to Rev. T. Tsuji for research.
Rev. Tsuji gave the following report of the Bureau of Buddhist Educ.:
1. Tapes and records of Buddhist music being recommended to churches and funeral
parlors
2 . ;.Iinisters handbook available
3. Adult educ. pamphlets introduced to BCA SS /llaterial Dept.
4. Contacts have been made with publishers in other countries for titles at
discount (books)
5. Experimental project--Obon programs--9,000 printed were sold out
6. Asilomar seminar--detail report later
7. Pamphlets on rihy Be a Buddhist; Altars and Others are being prepared
8. Printing of Young Budtlhist Companion and Buddha, Truth and Brotherhood
is being studied
9. Book dept. being established
i,ir. IIanyu reported on the establishment of a sales dept. which will handle all sales
at BCA. As for capital funds will be borrowed at current interest rate from different
departments. The mechanics of the capitalization was referred to Rev. Tsuji, N. 1Ianyu
and Mr. Kosakura.
It was moved and seconded to accept the establishment of the Burea of Buddhist Education Sales Dept. ,,lotion was carried.
Rev. Tsuji reported that the BCA Summer Seminar was a success. There v,ere 250 registered and $200 of $1,000 allotment was spent. The balance will be used for seminars
in Intermountain, Tri-State, and Eastern districts. The Summer Seminar for next year
is scheduled for Aug. 12--14 and reservations for 221 have been made. Accommodations
will be excellent, it was reported .
Relative to the question of minister's tenure, the feelings of the Board of Directors
were made known to the bishop who will take this u at i:he forthcoming ministers' conference.
Mr. Kosakura gave a report oh his trip to Hawaii, Japan and tour of u. S. and Canada.
Ile stated that he was able to combine his business with BCA intet:est and was able to meet
with members in different areas. The following problems were brought to his attention:
1. Rev. Ishiura's travel expense from !Iawaii to u. s.
2. Headquarters building
3. Ministers' welfare
In Toronto there was some misunderstanding about who was responsible for Rev. Ishiura!s
expense from Hawaii to u. S. Rev. Naito was asked to contact Rev. Ishiura for clarification of the original arrangementythe late Bishop Shigefuji.

Relative to 1881 building, it was passed that the San Francisco Buddhist Church will
have full use of the BCA building (the two rooms of old office will be turned over to
S. F.) in return for full maintenance a nd repair with the proviso: BCA to use whatever
room or rooms \thenever deemed necessary. This negotiation to be done by Pres. Kosakura
and i.lr. lianyu.
Relative to welfare of ministers, Mr. B. Sato moved that the Board of Truste es of
App rec. Fund for Ministers be directed to enlarge the plan to inclttdd- provisions for

the operation of Kinki Nippon Travel Bureau in Japan he stated that he was very satisfied with this agency which will handle arrangements in Japan.
On the 700th Shinran l•lemorial donation Bishop Ilanayama reported that in his meeting
at IIonzan he had made no definite commitment as to the amount of donation. The total
will inciude the missionary truck from the Fujinkai, all individual donations as well
as those from churches and organizations.

Dr. Taira gave a short report on the progress of the Spec. Proj. Fund drive. Ile
stated that the drive .w.ill, begin in earnest in Sl_:)pt. and a steady flow of press releases
will com@- out. tfi.i·s year the drive has gained stimuiation by the interest a~d active
participation of the YBA.o Mr. Ilanyu gave a financial report--current balance of $22,349 .. 62.
(see report) Dr. Taira stated that the committee will meet in October possibly in Los
Angeles.

The question of the $1,000 grant (graduate student scholarship) to UCLA was clarified.
This grant to the Oriental Language Dept. is to stimulate their development and growth
of Buddhist studies. The gnant will be made in the near future and Dr. Munekata,
Scholarship Board Chairman will draw up the.stipulations on the scholarship.
Mr. Kosakura reported the donation of a large apartment to Tri-State B. C. by Dr.
llayano. Ile also stated that people everywhere were pleased with Rev. Naito 1s participation at UC commencement exe~~ises, Ii2 also presented a resolution from the Eastern district which urged the consideration of the interests of distant districts in the BCA
movement. This was referred to Bishop llanayanta and Rev. Tsuji for study.
Dr. Taira moved that the Board express appreciation to Pres. Kosakura for making
the tour and taking time out of his business to work in the interest of BCA. Motion was
seconded and carried unanimously.
Mr. W. Hald reported that the Special Lectures at BCA Study Center was a great success.
Lecturers were Dr. Shoson Miyamoto and Dr. IIajime Nakamura. 155 registered, 115 paid.
Approximately $600 of $1,000 alloted for this program was spent.
Mr. N. IIanyu reported that he had been unable to meet with Attorney ]Yonemura but will
do so soon and have report for next meetinf~> endowment plan.
Chair was turned over to Pres. Kosakura.
R. Nakatani requested that copies of the Apprec. Fund By-Laws be made and sent to
Ba. of Trustees.
Dr. Taira moved that the Board extend a vote a confidence in being 100% behind
Bishop Ilanayama. i-iotion was seconded and carried unanimously.
Dr. Taira moved that BCA send a letter of appreciation to Univ. of Calif. for affording a Buddhist minister the opportunity to participate in the university graduation ceremony. Motion was seconded and carried.
Dro Tairg.. moved that a vote of thanks be extended to Rev. Naito for his tireless
services during the period when he was Acting Bishop. i-lotion was seconded and carried
unam.imously.
Rev. C~ Terakawa reported a shortage of funds for the llorin publication, and requested
$1,000 which is appropriated in general BCA budget for IIorin.
Mr. 1~akasi1ima introduced a fund raising plan for the BCA Foundation--Zaidan emphasizing
that with proper planning BCA can build a sizable foundation and operate on dividend income. llc outlined the plan of $1 donation by each delegate to all official conferences.
i,lr. Nakashima moved that the aims and intent of the "BCA Foundation"--Zaidan be made
better known to the membership including members of all affiliated organizations so that
the economic foundation of the BCA can be strengthened.
As one of the practical means to hasten the objectives of the foundation the following
is to be presented to the various organizations for their consideration and adoption. The
plan is to add $1.00 to each registration fee of attendance at all official conferences.
The said amount to be earmarked for BCA Foundation or Zaidan.
The good offices of the Bishop and the Bd. Pres. be employed in urging the adoption
of this plan.
The motion was seconded and passed unanimously. The first collection was made and
$20 was collected.
l-lr. Nakashima moved that i11r. Ilanyu be responsible in bringing to the attentions of
the Bishop and President,; of all conferences so that this plan can be introduced to the
committees in charge.
