All column bars are to extend 3'6" above first floor with exception of a columns 13, [19?], 24, 22, 23, 25, 28, 29, [30?], [34?], 35, 36. Bars of the columns are to stop 3" below floor [illeg.]. All 12" and 15" wall which do not retain earth are to be reinforced with a double layer of reinforcing, each layer being located 2' in from either face of wall and consisting of 3/8" bars placed 12" o.c. horizontally and vertically. At corners and intersections of walls, hook bars around corners and extend bars at least 2'-0" into adjoining wall.
